Volume Limiter is designed to work seamlessly in a multi-user environment (including, fast-user switching).
Provided that no one has 'locked' the limit, each user can use and maintain their independent settings. However, once these settings are locked, they will be enforced for all users of a machine. An administrator password is required to unlock, after which, the behavior will return to its previous state.
