If the 'Create Signature' button causes the application to hang, the culprit is generally Microsoft Outlook. Please try the following:

Restart MS Outlook
Restart your machine
Open MS Outlook and create a new signature manually (You can just use "Test" as the signature title and "Test2" as the signature itself). Quit MS Outlook, launch MS Outlook again, then delete the newly created signature. (Also, delete any unnecessary signatures).

These have resolved all of the issues we've encountered so far.
